CHRISTY
MISTR
Christine R. Mistr (“Christy”) is a tax attorney, CPA, and CERTIFIED FINANCIAL PLANNER™ / CFP® who assists clients in all forms of business management, tax, financial planning, investment, and estate planning issues. Immediately prior to forming Dominion Financial Consultants, Christy served for almost five years as tax counsel for the U.S. Senate Committee on Finance.

April DiSegna is a senior tax accountant for Dominion Financial Consultants. April has nearly 15 years of experience in public accounting and earned her bachelor’s degree in accounting from Florida Atlantic University. Prior to moving to Virginia, April practiced in Florida with Hill, Barth & King, LLC and then worked as a Financial Analyst for Seacoast National Bank. April brings significant tax and accounting experience to Dominion Financial and is an integral part of our tax team.
BRIDGETTE COLLIGAN
Bridgette Colligan has worked for Dominion Financial Consultants and a number of our clients on and off since June of 2014. Bridgette provides the highest level of client service inside and outside the firm in all of the various roles that she undertakes and has supervised some of the largest data management projects undertaken by the firm since inception.

Christy Mistr is a tax attorney, CPA and CERTIFIED FINANCIAL PLANNER (TM) who assists clients in all forms of business management, tax, financial planning, investment, and estate planning issues. Immediately prior to forming Dominion Financial Consultants, Christy served as tax counsel for the U.S. Senate Committee on Finance. During her time with the Committee, Christy analyzed and developed corporate and individual federal income tax proposals and prepared the Chairman for Committee meetings on developing tax legislation and oversight of the Internal Revenue Service. Christy has also served as a Special Assistant to the Commissioner of the Internal Revenue Service.
Christy received her law degree from the University of Virginia, where she served as the Editor-in-Chief of the Virginia Tax Review and a Dillard Fellow, Legal Research and Writing Teaching Assistant. She also was honored to receive the Edwin S. Cohen Tax Scholarship. Christy is admitted to practice in Virginia and in the District of Columbia and is an active member of the tax sections of the American Bar Association, the Virginia Bar Association, and the D.C. Bar Association. Christy earned her B.S.B.A. (Accounting), cum laude, from the E. Claiborne Robins School of Business at the University of Richmond. In private practice, Christy associated as a tax attorney with the law firms of McKee Nelson, LLP, in Washington, D.C. and McGuire, Woods, Battle and Boothe, LLP, in Richmond, Virginia. In her tax practice, Christy worked closely with small businesses to develop and implement federal tax strategies, including those related to estate planning. She also counseled large multi-national clients on international joint ventures and negotiated the terms of related agreements. Christy has significant tax litigation experience and has represented clients before IRS Appeals, the U.S. Tax Court, and U.S. Courts of Appeal. As a CPA, Christy worked as an independent auditor for Ernst & Young, LLP, prior to law school.
Christy participates in collaborative mediation practice as an active member of the Collaborative Law Professionals of the Northern Shenandoah Valley. Christy serves on the boards of A Place 4 Me and The Museum of the Shenandoah Valley, as well as the Business School Advisory Board of Shenandoah University. Christy previously chaired the board of the Northern Shenandoah Valley Free Dental Clinic.

Bridgette Colligan has worked for Dominion Financial Consultants and a number of our clients on and off since June of 2014. Bridgette provides the highest level of client service inside and outside the firm in all of the various roles that she undertakes and has supervised some of the largest data management projects undertaken by the firm since inception. For example, Bridgette managed the data conversion of our firm to a paperless office and has completely overhauled our billing systems. On a more granular level, Bridgette supports all of our clients in ongoing compliance with annual informational reporting required by Internal Revenue Service. Bridgette supports our clients with their client development process by assisting them with everything from contracting, navigating the onboarding process, invoicing and any needed follow up. For other clients, Bridgette provides payroll support services and banking and bill pay services. Earlier in her career, Bridgette served as a Management Analyst for the Federal Aviation Administration. Bridgette graduated from Frostburg State University with a Business Administration degree with a concentration in Management. Bridgette lives in Kansas City with her loving family and her two puppy dogs, Goose and Amelia.
CATHY MCCOMB
Catherine McComb (“Cathy”) is a Certified Public Accountant with more than thirteen years of private practice experience. After graduating from the University of Minnesota in 2007 with a Bachelor’s Degree in Accounting, Cathy joined a highly-regarded Minneapolis tax and accounting firm, Olsen Thielen & Co, where she grounded her education through excellent training in the taxation of corporations, partnerships and nonprofits.

Courtney supports Dominion Financial Consultants in all aspects of firm administration, data management, and filing systems. Before coming to work for Dominion, Courtney gained experience through her work as an office clerk at Jackson Hole resort.

COLBERT
Daissan Colbert is a Certified Public Accountant with higher education, nonprofit and public company audit and accounting experience. She oversees financial reporting, payroll, budget, accounts payable and accounts receivable functions. Daissan received her MBA and her bachelor’s in accounting and finance, cum laude, from Georgetown University.

Catherine McComb (“Cathy”) is a Certified Public Accountant with more than thirteen years of private practice experience. After graduating from the University of Minnesota in 2007 with a Bachelor’s Degree in Accounting, Cathy joined a highly-regarded Minneapolis tax and accounting firm, Olsen Thielen & Co, where she grounded her education through excellent training in the taxation of corporations, partnerships and nonprofits. Cathy has also further refined her practice skills supporting Kevin Roach in running two different firms, most recently Roach Associates. In this smaller setting, Cathy had the opportunity to serve clients as a client manager and to support the CEO as a trusted member of his leadership team. Cathy was hired to strategize and solve for a host of technology needs and ended up developing expertise in how to protect small businesses through cybersecurity technology and related policies and procedures. Cathy continues to benefit from her previous work experience in her ongoing work with Dominion. At Dominion, Cathy similarly serves as a Client Coordinator/Liaison between our clients and our team for some of our larger clients and spends most of her time supporting the firm with complex tax matters for small business owners and for nonprofits. Cathy is particularly adept at problem solving and is a go-to resource for novel issues of any kind. She is exceedingly curious and never encounters something about which she would not like to learn more. She is a terrific problem solver that is always comes with creative solutions. She is passionate about client relationships and enjoys her role in helping clients build successful businesses. Cathy has two amazing kids at home under the age of five who take up the remainder of her waking hours.

Courtney supports Dominion Financial Consultants in all aspects of firm administration, data management, and filing systems. Courtney assists Dominion on a part-time basis, while she attends George Mason for her degree in Business Administration.

In her prior role as Controller at the American Association for Justice, she maintained the integrity of financial information for multiple entities and provided support to over 45 state affiliates. She oversaw financial reporting, payroll, budget, accounts payable and accounts relievable functions.
Daissan received her MBA and her bachelor’s in accounting and finance, cum laude, from Georgetown University. As an undergraduate, she was honored as a Patrick Healy Fellow and a John Carroll Scholar.
Daissan began her professional career at PricewaterhouseCoopers (PwC) as an auditor, specializing in higher education/nonprofit financial audits. After leaving PwC, Daissan served as the Assistant Controller at Trinity Washington University where she worked hands on with faculty and staff, hoping to bridge gaps between the business office and non-financial employees. Daissan also spent five years working at National Public Radio. There, she managed financial reporting, accounts receivable, and served as an ex-officio member of the Public Media Business Association Board of Directors.
Daissan currently serves on the board of the Georgetown University Patrick Healy Fellowship, a student-alumni group dedicated to pursuing the Jesuit ideals of diversity and community service.
ERIN KANE
Erin Kane is a Certified Public Accountant with over twenty-five years of experience in a variety of industries. Erin graduated from James Madison University with a Bachelor’s Degree in Accounting. She began her career as a nonprofit auditor for a small public accounting firm. She spent more than a decade as a corporate financial controller for a larger government contractor and several years as an accounting manager for a retail florist. From 2006 to 2020, Erin managed her own practice providing accounting support to small business owners.
JUSTIN DOBAK
Justin Dobak joined Dominion in the Fall of 2020 and is a recent graduate of Marymount University, earning a Bachelor of Business Administration with a major in Finance. Justin is joining the team that provides investment management services and financial planning services to our clients but has already provided support to Dominion in a wide range of areas.

STEINMETZ
Katharine Steinmetz (“Katie”) supports Dominion Financial Consultants on a part-time basis, providing accounting services to many of Dominion’s clients. Past experience includes administrative and bookkeeping work for Winchester Dentistry and RE/MAX Roots Realty. Katie earned her associate degree in Business Administration from Lord Fairfax Community College in Virginia.

Erin Kane is a Certified Public Accountant with over twenty-five years of experience in a variety of industries. Erin graduated from James Madison University with a Bachelor’s Degree in Accounting. She began her career in public accounting working for almost five years as an auditor for a small public accounting firm. Her early work as an auditor focused on clients in the nonprofit sector. Subsequent to her tenure in public accounting, Erin gained experience in the corporate world, serving for more than a decade as a Corporate Financial Operations Controller and Senior Financial Administrator for SAIC, a large government contractor, headquartered in Reston, Virginia. In her Controller role with SAIC, Erin worked closely with operational teams to ensure that labor and non-labor costs incurred were within contract budget and provided financial support and analysis to senior operational management. In addition, she hired, trained and supervised project controllers and financial administration staff. Later in her work with SAIC, Erin served as the Senior Financial Manager for the East Coast corporate headquarters with a detailed facility budget of $60M and managed her own team of three to five personnel. Since 2006, Erin has almost exclusively used her talents to support small businesses in one capacity or another. She has supported from one to seven businesses at a time over the last two decades and has experience in almost every area of small business operations. Erin was enthusiastic to join Dominion in 2020 with intention that it should be more effective and more fun to provide this amalgamation of small business services using a collaborative team approach. Erin’s clients are always beyond grateful for her dedicated commitment to service.

Justin Dobak joined Dominion as a fall 2020 student intern. He serves the firm on a number of fronts, ranging from administrative and accounting duties to editing and drafting client proposals. Justin will graduate from Marymount University at the end of 2020, earning a Bachelor of Business Administration with a major in Finance. He is passionate about asset management and investment and is focused on building this skill set. He is excited about the opportunity to learn and grow with DFC as he hopes to open a financial consulting practice in the future. Before joining Dominion, Justin worked for seven years at Richard Allen Clothing, eventually becoming assistant store manager. In addition to working and studying Justin is the captain of his university golf team and an avid fly fisher.

Katharine Steinmetz supports Dominion Financial Consultants on a part-time basis providing accounting services to many of Dominion’s clients. She began her career in business administration at RE/MAX Roots Realty while still in high school. Over a span of twelve years, Katie advanced from part-time receptionist to full-time bookkeeper, eventually becoming solely responsible for managing the office’s finances. Katie transitioned to DFC in March of 2019 and has since become integral to the accounting team. Her various bookkeeping responsibilities include account reconciliation, client bill pay, invoicing, and QuickBooks management. She is detail-orientated and organized, and she excels at working with numbers. Katie obtained her associate degree in Business Administration from Lord Fairfax Community College in 2015. When she is not at work, Katie is a busy raising a pair of identical twin daughters
MARYELAINE BOLAND
MaryElaine Boland supports Dominion in financial planning, budgeting, and cash management. Complementary to that work, MaryElaine serves the firm’s investment advisory clients in her role as a paraprofessional and as part of the investment compliance team. Through her role with DFC, MaryElaine hopes to grow her financial planning knowledge base and eventually obtain her Series 65 license as well as become a CERTIFIED FINANCIAL PLANNER™ / CFP®. MaryElaine first join joined Dominion as a student intern in 2018 and has since earned a position as a full-time employee upon graduation from Florida Atlantic University in 2020.
RACHELLE KNEPPER
Rachelle joined DFC with over 20 years of accounting experience. She earned her B.A. in Accounting from the University of West Florida and her MBA from Old Dominion University. Prior to joining DFC, she worked for 10 years as a senior accountant for American Funds in various capacities of accounting, finance and trade operations. She also has several years of senior accounting experience working for Sharp Healthcare and auditing experience working for SouthTrust Bank (now Wachovia).

WILNER
Samantha Wilner (“Sami”) supports Dominion Financial Consultants on a part-time basis providing accounting services to many of Dominion’s small business clients. In addition to accounting services, Sami provides business support services including management of accounts payable, accounts receivable, and invoicing.

MaryElaine Boland supports Dominion principally in the area of financial planning, budgeting, and cash management. Complementary to that work, MaryElaine supports the firm’s investment advisory clients in her role as a paraprofessional and as part of the investment compliance team. MaryElaine was instrumental in navigating the firm’s on-site examination from the Virginia Corporation Commission in July of 2019 and continues to expand her depth of expertise in this area. While she is growing her investment and financial planning knowledge base, MaryElaine is currently studying for the Series 65 licensing exam which she hopes to complete by the end of the year. Subsequent to that, she plans to begin taking classes toward becoming a CERTIFIED FINANCIAL PLANNER™ / CFP®. MaryElaine first joined Dominion as a student intern in 2018 and has since earned a position as a full-time employee upon earning her Bachelor of Business Administration in Finance from Florida Atlantic University in May of 2020. MaryElaine also assists Dominion in other areas such as tax accounting, invoicing, corporate renewals, and lobby filings. Prior to joining DFC, she developed her management and client relations skills as the Director of First Impressions at Keller Williams Realty. MaryElaine is an accomplished equestrian, riding all four years for her college equestrian team, and she continues to ride before or after work most days.

Prior to joining Dominion, Sami was a sole proprietor of a small business for 10 years and worked as a Massage Therapist for AthletiCo Physical Therapy, assisting patients with pre- and post-surgical massage through their rehabilitation. Sami received her Bachelor of Arts in Communications from the University of Minnesota.

Shannon supports the administrative and accounting teams at Dominion, performing services which include internal and client invoicing, payroll, bill pay, and monthly reconciliation for various clients. Prior to working with Dominion, Shannon earned six years of experience working in attorney offices. She enjoys writing, and is experienced in drafting legal documents and letters, contracts, as well as filing court documents, performing legal research and managing cases. Shannon also spent ten years with a national sign company, where she directly reported to the CFO and CEO. As a member of the accounting department, her responsibilities included accounts payable, accounts receivable, client billing, reconciling and payroll. In a supervisory position at the same company, she was responsible for client project tracking, payment tracking, profit and loss reporting, and monthly invoicing. Shannon has also acquired experience working with city and county municipalities for codes and permitting.
SHANNON
RAMSEY
Shannon supports the administrative and accounting teams at Dominion, performing services which include internal and client invoicing, payroll, bill pay, and monthly reconciliation for various clients. Prior to working with Dominion, Shannon earned six years of experience working in attorney offices.
